In 1917 he graduated from Tokyo University (1917), joined the Ministry of Communications immediately thereafter, and became Director of the Shinanogawa Electric Power Office in 1988.
In 1945 he became Managing Director of the Hokkaido Shimbun (newspaper) and president (1946). In 1951 he founded Radio Hokkaido. In 1952 Abe became chairman of the board of directors of Kyodo News Service.
