Cakaj received a Bachelor of Science degree from Prishtina University in 1980. In 2004, he was given a Master of Science degree from the same university. Also in 2008, Shkelzen earned his Doctor of Philosophy degree from the University of Zagreb.
Cakaj began his career as a maintenance manager at Post and Telecommunications of Kosovo (nowadays Kosovo Telecom) in 1980. Ten years later he took a position of a manager of private business at the same company. In 1999, he became a manager of project implementation department at Post and Telecommunications of Kosovo. Also Shkelzen served as a consultant service manager at that company from 2001 to 2003.
In 2003, he became a manager of fixed network development at Post and Telecommunications of Kosovo. Then in 2006, Cakaj was appointed a core network director at that company. Two years later he held a position of a chief operating officer at Post and Telecommunications of Kosovo. In 2010, Shkelzen became a telecom performance manager at the same company.
In addition, in 2003, he became a scientific guest at the Institute for Frequncy Engineering and Radiocmmmunication of Technology University in Vienna, where he worked until 2004. In 2008, Cakaj took a position of a lecture of the Department of Telecommunications at the University of Prishtina. In 2009, he was a postdoctoral fellow at National Oceanic and Atmospheric Administration. In 2010, Shkelzen was appointed a lecture of the Department of Informatics at the University of Tirana. Nowadays he is a lecturer of the Department of Computer Science and Engineering at the University for Business and Technology.
Cakaj is known for his publications, including "The Apsidal Precession for Low Earth Sun Synchronized Orbits", "The Velocity Increment for Hohmann Coplanar Transfer from Different Low Earth Orbits", "Savings on Transmit Power through Designed Horizon Plane for LEO Satellite Ground Stations" and others.
On 2016 he was awarded as "Albanian ICT Researcher of the Year 2015".
Cakaj is a member of the Institute of Electrical and Electronics Engineers.
On November 2, 1980 Cakaj married Naime Uka. They have three children.
