While studying at Waseda University, formed Kensetsusha Domei (Constructors' League) and became a forerunner of students social movement. Then resided in Niigata Prefecture and led farmers movement. Became the member of the central executive committees of National Labor and Farmers Mass Party (Zenkoku Rono Taishiito) and of the Social Mass Party. Elected to House of Representatives six times (since 1936).
