Shōichi Tsuruta was born in 1908 in Saitama Prefecture, Japan.
In 1933, Shoichi Tsuruta graduated from Tokyo University.
After graduating from the university, Shōichi Tsuruta joined the Aviation Research Institute of Tokyo University. Later he joined the Naval Research Institute of Technology. He also joined the Aptitude Department of the Tsuchiura Naval Flying Corps. He specialized in the psychological tests of aptitude for airmen. Shoichi Tsuruta made signal contributions in this field by his original methods of aptitude tests and training of communications specialists.
After World War II, he joined the Japanese National Railways as chief research worker in the Labor Science Research Department. He also studied psychological methods for prevention of accidents and aptitude tests for motormen. He was a commissioner of the Japanese Society of Applied Psychology.
