He entered the secretariat of the Monopoly Bureau of the Finance Ministry. Assigned to duty as financial secretary in Russia (1918). After that, appointed to various offices in the Finance Ministry. Appointed as overseas financial officer attached to the Japanese Embassy in England (1936) and then in France and America. After returning to Japan, became vice chief of the Manchurian office of the Finance Ministry. Became director of the Bank of Japan and concurrently Governor of the Yokohama Specie Bank (1940). Resigned from the posts (1946) and became president of the Kokusai Kanko (International Sight-Seeing) Company (1947). Appointed Ambassador to Belgium (1952) and Ambassador to Luxenburg (1953). Assigned to the Consultation Board of the Foreign Ministry (1955) and advisor to the Foreign Ministry.
