Shozo Inoue enjoyed great popularity. When the Shogunate attacked Choshu Clan he led a volunteer corps to fight the invaders. Later entered Yamaguchi Military School and studied Dutch.
Shortly after accompanied Prince Yoshihito Kitashirakawa to Berlin (1870) where Shozo Inoue keenly felt Japan's necessity to promote industry and commerce. He entered a woolen manufacturing mill and studied the process of manufacture minutely. On returning, joined the Home Office and was sent to Germany again to arrange for the import of wool manufacturing machinery. Returning homo with the necessary equipment he helped erect and manage Japan’s first wool mill, which was named Senju Woolen-Cloth Factory (1879). Appointment to Ministry of Agriculture and Commerce as a junior expert and helped agricultural development.
