Worked on Dutch farms 1924-1934, tea plantations in Netherlands East Indies (now Indonesia) 1934-1936. Returned to Netherlands and worked on Wieringermeer Polder from 1937. During the German occupation organized important illegal work, particularly for the food supply of western provinces and worked on behalf of concentration camp victims.
Commanded a section of the forces of the Interior after the capitulation. Became Burgomaster of Wieringermeer. Minister of Agriculture, Fisheries and Food in Schermerhom Cabinet 1945-1946.
In Beel Cabinet 1946-1948, in Drees Cabinet 1948, 1951, 1952 and 1956-1958. Head of the Netherlands Delegate to United Nations for Agriculture, and took part in negotiations for creation of Benelux Union 1946. Prepared Mansholt Plan for Agricultural Section of European Economics Community 1953.
Vice-President European Economic Community Commission 1958-1967. Vice-President Combined Exec, of European Economic Community, ECSC and Euratom 72, President 1972-1973.
