Silas Casey was born on July 12, 1807 at East Greenwich, Rhode Island, United States.
He was appointed to a cadetship at West Point in 1822 and graduated from the United States Military Academy in 1826 (39th out of 41).
Casey was commissioned second lieutenant in the 2nd Infantry. For the next ten years he served with his regiment at posts on the Great Lakes and on the frontier, and from 1837 to 1842 was engaged in the Florida War against the Seminole Indians. He was promoted to first lieutenant in 1836 and to captain in 1839. He was with Gen. Scott's army in its campaign against the City of Mexico, 1847, took part in the battles of Contreras, Churubusco, Molino del Rey, and Chapultepec, and was twice brevetted for gallantry in action. He was severely wounded at the storming of Chapultepec while heading a "forlorn hope" of some 265 selected officers and men (Justin H. Smith, The War with Mexico, 1919, II, 153-57). Between the Mexican War and the Civil War he was stationed chiefly on the Pacific coast. For a time he was a member of a board of officers to revise the manual of infantry tactics, and later he prepared the manual adopted in 1862. "Casey's Tactics" remained in use in the army for many years. In 1855, several new regiments were organized, the field officers being chosen from among the ablest officers of the old organizations. Casey was thus appointed lieutenant-colonel of the new 9th Infantry, and became its colonel in 1861. Recalled from the Pacific coast upon the outbreak of the Civil War, he was appointed brigadier-general of volunteers, August 31, 1861. He served with the Army of the Potomac during its formative period and in the Peninsular campaign, where he commanded a division.
Mustered out of the volunteer service on August 24, 1865, he served in command of his regiment and on special duties until retired from active service, July 8, 1868, upon his own application.

He was a member of the court martial for the trial of Fitz-John Porter.
In 1870, he became an hereditary member of the Massachusetts Society of the Cincinnati in succession to his uncle Dr. Lincoln Goodale. In 1880 he joined the Aztec Club of 1847 and was succeeded by his son, Silas III, upon his death. General Casey was also a member of the Military Order of the Loyal Legion of the United States as were all three of his sons.
