Simcha Raz was born on August 15, 1931 in Jerusalem, Palestine (now Israel). He is the son of Chaim and Chana (Mandelbaum) Rakover.
Raz has Master of Arts degrees in public administration from Hebrew University and rabbinic ordination from Merkaz HaRav Kook Yeshiva in Jerusalem.
Raz began his career, serving at the Israeli Defence Force as a rabbi from 1951 to 1953, later he became a captain there.
He worked as a general director of World Hebrew Union for 18 years from 1960. At the organization Cape Board of Jewish Education in South Africa he also held the position of general director from 1978 until 1982. Beginning from that year he began to work at the position of assistant director of the Centre of Guidance for Public Libraries in Jerusalem.
In addition, Raz was a radio lecturer on Judaism.
Raz is the author of several popular books on aggadic and hasidic themes, several of which have appeared in English translation, including A Tzaddik in Our Time: The Life of Rabbi Aryeh Levin, Hasidic Wisdom: Sayings from the Jewish Sages, Heart and Scroll: Heartfelt Stories from the Masters, and Tales of the Righteous.

Raz married Colleen Nurok in 1962. The couple has 3 children - Esther, Chana and Abraham.
