Council, also secretary of island became lieutenant governor Jamaica, 1755, acting governor, 1756-1762. Created baronet, 1864. Appointed governor New York, arrived at time of Stamp Act controversy, 1765.
Failed to receive support of his council. Refused to permit cts. to function, denied vessels permission to sail, but on the whole pursued a conciliatory policy. Devoted much effort to settlement of boundary disputes with neighboring provinces.
Made 2 trips to Country of the 5 Nations. Prorogated New York Assembly, because of failure to pass quartering act, 1766, (led to signing of restraining act by King George, 1767).
