Sojiro was born in Morioka City (Iwate Prefecture), Japan.
Sojiro Tochinai had a distinguished career in the Imperial Navy: second lieutenant (1888) and fought in the Sino-Japanese (1894-1895) and Russo-Japanese (1904-1905) wars, promoted vice-admiral (1914), then vice-minister of Navy. Promoted admiral and appointed commander of Sasebo Naval Station (1920). Was a member of Supreme War Council and nominated to House of Peers.
