Finley, Solomon Henderson was born on October 10, 1863 in Lincoln County, Missouri, United States. Son of Andrew Ramsey and Caroline (Gibson) Finley.

Bachelor of Arts, Monmouth (Illinois) College, 1886, A.M., 1889.

Career

Began practice as civil engineer. Santa Ana, California, 1886. City engineer (installed original municipal water system), 1891-1897.

Planned and built Modjeska Dam for Madam Modjeska, 1900. Planned and built agricultural drainage systems for 5 districts, Orange County, California, 1889-1905. As chief engineer built Santa Ana Newport R.R., 1891-1899.

Member board of trustees, Santa Ana, 1900-1902, mayor, 1902-1904. Chief engineer Orange County Highway Commission, 1915-1916. Supervisor of Orange County, 1916-1928.

An organizer, 1928, since secretary, and director from Santa Ana, The Metropolitan Water District of Southern California.
