After the university Soma Toshio entered Finance Ministry and served as clerk at Financial Commissioners' Office in London, director of Eitaibashi Tax Office, chief of Business Section of Tokyo Local Monopoly Bureau and chief of Business Section of Monopoly Bureau. In 1942 he was appointed director of Kanrikyoku (Control Bureau) of Finance Ministry and then 2 years later became governor of Tochigi Prefecture.
Soma retired from the government service and became senior managing director of Meiji Seito Kaisha (Meiji Sugar Manufacturing Company) since 1946. He also held some additional posts: manager of Nikka Keizai Кyokai (Sino Japanese Economic Association), director of Naigai Yuso Kaisha (Naigai Transportation Company) and auditor of Kyowa Company.
