After attending Fort Street School he became an accountants In 1932 he was elected to the New South Wales Legislative Assembly as the United Australia Party member for Concord. Lloyd also served as the first chairman of Sydney County Council Electricity Undertaking from 1935 to 1936.
He was defeated in 1941.
Lloyd died in Sydney in 1967.
A member of Enfield Council from 1928 to 1938, he served as mayor from 1930 to 1935.
