He studied at the Far Eastern Institute of Political Science and Social Management (1991) and the Russian Academy of Public Administration under the President of the Russian Federation (1997).
Since 1973 he worked as a mechanic at an excavator factory in Kalinin. During 1975-1977 he was serving in the Armed Forces of the USSR in the Far East. Since 1977 worked as the metal operator at the excavator factory in Kalinin. In 1979 he moved to the Far East, where he worked as a locksmith at the ship repair factory in Okhotsk village of the Khabarovsk Krai, then worked as a mechanic, chief mechanic, the Deputy Director of a fish factory in the Novoye Ustye of the Khabarovsk Krai. In 1987 he moved to the party work as the Head of the Department of the Oktyabrsky district committee of the CPSU of the Jewish Autonomous Oblast, then the Deputy Chairman the Soviet of People's Deputies of the Oktyabrsky district. Since 1992 became the 1st Deputy, then the Head of Oktyabrsky district administration.
In March 1994 he was elected Deputy. On March 29, 1994 became the Chairman of the Legislative Assembly of the Jewish Autonomous Oblast. Since January 1996 was a member of the Federation Council; Permanent Representative of the Russian Federation in the Congress of Local Regional Authorities of Europe. In April 2001 left the post of Chairman of the Legislative Assembly and was elected its representative in the Federation Council of the Russian Federation, later became the Chairman of the Committee for Judicial and Legal Affairs. On March 13, 2007 he was appointed a member of the Central Election Commission of the Russian Federation by presidential degree. On March 27, 2007 at the first meeting of the new Central Election Commission of the Russian Federation he was elected the Deputy Chairman of the Central Election Commission.
