He was educated at Bedford Modern School.
Odell was Chairman of the Mid Bedfordshire Young Conservatives (1953-1959) and Chairman of the Mid Bedfordshire Conservative Association (1964-1969). He was Chairman of the National Union of Conservative and Unionist Associations (1989-1990), an organisation of the Conservative Party in the United Kingdom, and was President of the Mid Bedfordshire Conservative Association between 1991 and 2005. Odell was Chairman of the South Bedfordshire Community Health Care National Health Service Trust (1994-1999).
