Born in Montreal, Quebec, the son of Maurice Hartt, a Quebec MNA and Member of Parliament, and brother of the late Joel Hartt (1940-2009), he received a Bachelor of Arts degree in 1958, a Master of Arts degree in 1961, and a Bachelor of Civil Law degree in 1963 from McGill University.

Career
He was called to the Quebec Bar in 1965 and created a Queen"s Counsel in 1984. From 1985 to 1988, he was the Deputy Minister in the Department of Finance, providing advice on economic and fiscal policy to Finance Minister Michael Wilson. Hartt is currently Counsel at Norton Rose Canada Limited Liability Partnership, having previously served as Chairman of Macquarie Capital Markets Canada Limited. and was profiled in Canadian Business Magazine as one of the Top 25 most influential business people in Canada (June 2009).
From 1990 to 1996, he Chairman, President, and Chief Executive Officer of Camdev Corporation (formerly Campeau Corporation), a real estate corporation purchased in 1997 by Philip Reichmann.
He later became Chairman of Salomon Smith Barney Canada and was Chairman of Citigroup Global Markets Canada until their departure from the Canadian market in 2008. From 1962 to 1963, he was a lecturer at Sir George Williams University.
From 1965 to 1967 and again from 1972 to 1981, he was a lecturer at McGill University. He also taught at the Labour College of Canada (now affiliated with Athabasca University) in 1963, 1964, and 1965.
