Studied at Saint St. Petersburg Technol Institute.
1901 arrested for 4 March demonstration on Saint St. Petersburg’s Kazan’ Square and exiled to Yekaterinoslav. Sided with Lenin’s “Iskra” group. Early 1902 arrested and exiled to Yakutsk Province.
Tied from exile and worked for Party organizations in Tsaritsyn, Samara, Yekaterinoslav, Yaroslavl’ and Odessa. 1905 deleg at 3rd Russian Social-Democratic Workers’ Party Congress. 1905-1907 secretary, Saint St. Petersburg Russian Social-Democratic Workers’ Party Committee.
Then worked in Riga and Krasnoyarsk for Central Committee, Russian Social-Democratic Workers’ Party. Exiled to Turukhansk Kray but again fled and in 1907 worked for Saint St. Petersburg Russian Social-Democratic Workers’ Party Committee. Party work in Ukraine, Volga area, Moscow and in Urals.
1908 met Lenin in Geneva. 1908-1913 exiled in Yakutsk Province. 1913 ed, Saint St. Petersburg journal “Voprosy strakhovaniya”.
1914 member, editorial board, newspaper “Pravda”. After 1917 February Revol worked in Pctrograd as chairman and secretary, Centr Council of Factory and Plant Committees. Member, All-Russian Central Executive Committee of 1st and 2nd convocations.
1917 at 6th Party Congress elected candidate member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). Played active part in 1917 October Revol. Member, Pctrograd Military Revol Committee.
From December 1917 Ukraine People's Commissar of Labor and Indiana. From March 1918 chairman, Ukraine Soviet Government and Ukraine People's Commissar of Foreign Affairs. Company-founder, Communist Party (Bolsheviks) Ukraine.
From January 1919 Ukraine People's Commissar of Slate Control. From January 1920 People's Commissar of State Control. From 1920 People's Commissar of Workers and Peasants’ Inspection.
Fought in Civil War; head, Special Department, Southwestern Front. From July 1921 Ukraine People's Commissar of Internal Affairs. 1922-1927 Ukraine People's Commissar of Justice.
And Ukraine Prosecutor-General. 1927-1933 Ukraine People's Commissar of Education. From February 1933 deputy chairman, Ukraine Council of People's Commissar and chairman, Ukraine State Planning Committee.

Delegation at all Communist International Congresses. At 6th Communist International Congress elected member, Communist International Executive Committee. Member, Union of the Soviet Socialist Republics Central Executive Committee of 3rd, 4th and 6th Convocations.
From 1927 chairman, Soviet of Nationalities, Union of the Soviet Socialist Republics Supreme Soviet. Wrote over 270 works on sci, culture, Party history, art, lit and the nationality problem. Member, Union of the Soviet Socialist Republics Communist Academy.
Member, Ukraine and Belorussian Academy of Sciences. Accused of nationalist deviation.
