Stephen studied at the University of Toronto and received a Bachelor of Arts in 1949, a Master of Arts in 1966 and his Ph.D. in 1973. He also attended London School of Oriental and African Studies, London.
Stephen started to work as a journalist at Jeunesse du Monde, Budapest, Hungary during 1952-54. He was a member of executive group at Labour Progressive Party, Toronto, Ontario during 1954-57. Later, he was a teacher at a business high school in Peel County, Ontario during 1960-68, an associate professor at York University during 1975-86, a professor of history there from 1986.
Stephen held a position of the department head at Atkinson College during 1982-86, was a senior scholar from 1990. Besides, he was a visiting professor at Sichuan University 1980-81 and 1988.
In 1975 he wrote his first work Diplomacy and Enterprise: British China Policy. It was followed by James G. Endicott: Rebel out of China in 1980 and Red Earth: Revolution in a Sichuan Village in 1991. He wrote with Edward Hagerman The United States and Biological Warfare: Secrets of the Early Cold War and Korea.
