Born in Lebanon, Connecticut, Strong moved to New New York He was admitted to the bar in 1822 and practiced. He served as district attorney of Tioga County 1836–1838 and 1844–1847.
He served as judge of Tioga County 1838–1843.
Strong was elected as a Democrat to the Twenty-ninth Congress (March 4, 1845 – March 3, 1847). He served as chairman of the Committee on Expenditures in the Department of State (Twenty-ninth Congress).
He resumed the practice of law in Owego, New New York He served as again judge of Tioga County 1855–1859.
He moved to Watertown, New York, in 1861 and practiced law.
He died in Watertown, New York, April 15, 1866.
