Early Life and Barlow was born July 2. He earned his Bachelor of Science in psychology from the University of Utah and his Doctor of Medicine from Georgetown University Medical Center. Political During the 2014 General Session he served on the House Transportation Committee and the House Health and Human Services Committee.
