Minter graduated from the Moses Brown School in 1979, and from Harvard University in 1983.
She served in the Vermont House of Representatives and as Secretary of the Vermont Agency of Transportation, prior to resigning so that she could run for Governor of Vermont. Her family moved to Providence, Rhode Island, while she was in high school. She then earned a master"s degree in urban planning from the Massachusetts Institute of Technology.
She moved to Vermont in 1991 to become a consultant for the Conservation Law Foundation.
Minter ran for the Vermont House of Representatives in 2004. Peter Shumlin, the Governor of Vermont, appointed Minter as Deputy Secretary of the Vermont Agency of Transportation in January 2011.
Shumlin appointed her to lead the recovery effort following Tropical Storm Irene. She became Secretary on January 1, 2015, following the retirement of Brian Searles.
In September 2015, she resigned from the position to run for Governor in the 2016 gubernatorial election.
Minter is a member of the Democratic Party.
