He was Kurodo, or Chief of the General Affairs Bureau, before he was appointed a Court Councillor in 908. Although he obtained those positions through the good offices of Michizane Sugawara, great scholar and Courtier, he was once humiliated by Michizane in the Court and harbored resentment against him. When the Court decided to exile Michizane to Kyushu on a false charge, ex-Emperor Uda tried to absolve him but Sugane obstructed the conveying of his decree of absolution to the proper authorities. Michizane, as a result, was sent to Kyushu. Sugane contributed to the drafting of the Engi Era Regulations.
He was a man of fine personal appearance and well versed in Chinese classics, skilled in military arts and noted for his unusual physical prowess.
