Member, Marxist circle. Participated in 1916 Centr Asian Revolt. From 1918 Party and government work.
1921 exec secretary, Koshchi Union. 1920 delcg, 1st Congress of Peoples of the East, Baku. 1921, as deleg at 10th Russian Communist Party (Bolsheviks) Congress, helped crush Kronstadt Mutiny.
Fought against Basmachi. 1923 secretary, Fergana Oblast Committee, Communist Party Turkestan. Editor, newspaper “Fergana”.
1924 secretary, Tashkent Uyezd Party Committee. Then deputy head Agitation and Propaganda Department, Central Committee, Communist Party Turkestan. 1928-1930 dean Evening Communist University, Institute of Red Professor.
1932-1936 head, Instruction and Organization(s) Department, then Agric Department, Central Committee, Communist Party Kazakhstan Delegation, 16th and 17th All-Union Communist Party (Bolsheviks) Congresses. 1937 first secretary, North Kaz Oblast All-Union Communist Party (Bolsheviks) Committee.
Then chairman, Uzbek Council of People's Commissar. 1937-1938 deputy chairman, Soviet of the Union, and deputy, Union of the Soviet Socialist Republics Supreme Soviet. Arrested by State Security organs.
