Sumio Miyasaka was born in 1894 in Nagano Prefecture, Japan.
Sumio Miyasaka founded Miyasaka-Gumi Civil Engineering & Construction Company in 1937 and later reorganized it into a joint-stock company becoming its president in 1940. Appointed vice-chairman of Obihiro Chamber of Commerce & Industry in 1950 and became director of Hokkaido Bank in 1951. Re-elected to Hokkaido District Assembly in 1950.
Held various additional posts including those of director of Kita-Nippon Koku Kaisha (North Japan Aviation Company) and Miyagi Kensetsu Kogyo Kaisha (Miyagi Construction Company) and chairman of Obihiro Chamber of Commerce & Industry.
