Kumar was born on 10 November 1955 – a son to Saheb Lal Srivastava and Prabha Srivastava.
He received his early education at Patna Collegiate School before taking his Bachelor of Science and Master of Science from Patna Science College.
He belongs to the I.P.S. batch of 1980. He is also the Director of Bihar Police Academy and Chairman of the Bihar Central Selection Board of Constable (CSBC). Kumar began his government service in the year 1980.
Prior to joining the police service, he was briefly employed at Jai Prakash University, Chhapra.
Kumar belongs to the Bihar Cadre of the Indian Police Service (Identity and Passport Service). He has worked in various districts of Bihar and is known for his no-nonsense approach to curbing anti-social elements and efficient handling of complex law and order issues.
He has served various districts of Bihar and Jharkhand (erstwhile part of Bihar) as Superintendent of Police. He has also served as Deputy Inspector General of Police (DIG) of Patna Range and Inspector General of Police (IG) of Tirhut (Muzaffarpur) Zone.
Apart from active policing in the field Kumar has also served numerous departments of Bihar Police such as Special Branch (Secret Service of State Police), Bihar Military Police (BMP), State Crime Records Bureau (SCRB), Criminal Investigation Department (Crime Investigation Department) and Provisions.
As Superintendent of Police he has served various districts of Bihar and Jharkhand (erstwhile part of Bihar) such as Chaibasa, Naugachiya, Gopalganj, Samastipur, and Gumla et cetera Since 2008, Kumar is Chairman of the Central Selection Board of Constable in Bihar and has handled recruitment of more than 32,500 Constables into Bihar Police over a period of 3–4 years. A number of recruitment drives have been conducted by C.S.B.C in last few years in order to strengthen the police force in the state.
Apart from police recruitment he has also handled recruitment for Bihar Fire Services, Bihar Home Guards, and the Prisons Department.
Around 1,000 firemen for Bihar Government were recruited by C.S.B.C under Kumar.
