Entered Colonial Office (heading open competition), 1882. Secretary Fabian Society, 1886-1890. Acting Colonial Secretary, British Honduras, 1890-1891.
Auditor - General Leeward Islands, 1895-1896 (special appointment to examine and reorganise accounts and finances). Private secretary to Earl of Selborne, 1896-1897. Secretary West India Royal Commission, 1897.
Sent to Washington, 1898, to assist in reciprocity negotiations on behalf of W. Indian Colonies. Colonial Secretary, Jamaica, 1899-1904, and Acting Governor, 1900, 1902, and 1904. Principal Clerk W. African and W. Indian Department Colonial Office, 1904 - 7.
Decorated: appointed Companion of St. Michael and St. George on Queen Victoria’s Birthday, 1898, for services in connection with the W. Indian 1530 Colonies. Governor of Jamaica since 1907.
