Taisaku Kojima studied at the Tokyo University of Commerce, which he graduated from in 1936.
After graduation, Taisaku Kojima entered the Ministry of Foreign Affairs (1942). Taisaku Kojima was appointed chief of the Continental Section of the Overseas Japanese Nationals Department (1946), chief of the General Affairs Section of the Supervision Bureau (1949), and director of the Overseas Office at Honolulu(1950). Appointed Consul-General at Honolulu (1952), chief of the First Section of the Asia Bureau (1952) and chief of the General Affairs Section of the above Ministry (1955).
