Because his adoptive father was an interpreter, he learned Dutch, English, French and German while young. He visited Europe and the United States to study Western jurisprudence.
After the Meiji Restoration (1868), he served in the Justice Ministry. He accompanied Toshimichi Okubo to China. Contributed much to the drafting of the Penal Code and was appointed Chief Procurator of the Supreme Court (1886), Acting Chief Justice of the Supreme Court (1892).
