Taizo Shirasu was born on August 14, 1829 in Mita, Hyogo, Japan.
He ably assisted his lord in following the right course of action at the time of the Meiji Restoration (1868). He was among the first men to advocate abolition of the samurai custom of wearing two swords.
After the feudal clans were abolished, he served as president of the Yokohama Specie Bank and then as chief secretary of Gifu Prefecture.
