Takao Kikugawa attended the Nagoya Railway Training School.
Career
After attending the Nagoya Railway Training School Takao Kikugawa joined the railway company. Later getting interested in labor movements helped to establish the National Railway Workers Union and became its first vice-chairman. Later was also vice-chairman of National Public Service Workers Union.
