Graduated from English Law Department of Tokyo University of Science & Literature (1936).
Entered Education Ministry and after successive promotions became chief of General Affairs Section of Daigaku Gakujutsukyoku (University Science Bureau) (1952) and became chief of Accounting Section of Minister's Secretariat of Education Ministry (since 1953). Visited U.S.A. to study financial administration for educational institutions (1951). Books include Kyoiku Zaisei (Educational Finance) and Kyoiku Zaiseigaku (Science of Educational Finance).
