Takatsumu Washio was born in 1842 in Kyoto, Japan. He was the second son of Takakata Washio.

Takatsumu Washio was born in 1842 in Kyoto, Japan. He was the second son of Takakata Washio.
In 1862, was appointed chamberlain. Set himself up as a leader of loyalists from various clans at Kyoto. Later under orders from the Imperial Court he led an attack against Osaka Castle in 1867 for which Emperor Meiji granted him an Imperial Standard (1868). After the battles of Toba and Fushimi he was appointed councilor to the Court.
Later he distinguished himself in subduing the Aizu Clan (Fukushima Prefecture). Was promoted to the rank of major general in 1869 and served as governor in various prefectures. Appointed member of Senate and created Count in 1882.
