He was appointed a Supreme Court judge in 1928. He was president of the Meiji Cultural Research Society, instructor at the Meiji and Tokyo universities and chairman of the Constitutional History Compilation Committee of the House of Representatives, wrote "Constitutional Ideas Before and After the Restoration" and other books.
