Takukichi was born in 1871, in Hiroshima Japan, the second son of Shuzo Kawasaki.

After graduating from Tokyo University (1903), entered government service and was in turn Governor of Fukushima Prefecture, staff member with the Governor- General of Formosa and Mayor of Nagoya (1925), and the following year was nominated a member of House of Peers. Was Chief of the Legislative Bureau of Hamaguchi Cabinet (1929). Also Chief Secretary of Wakatsuki Cabinet, then Secretary General of Minseito Party. Was Minister of Education in Okada Cabinet (1936), and Minister of Commerce and Industry during the Hi rota Cabinet.
