Tanedani Seizo was born in Tokyo in 1918.
He graduated from Law Department of Tokyo University (1941) and became a diplomatic student secretary of Ministry of Foreign Affairs.
Enlisted in the army (1942) and released with the end of the war. Served in several offices of Ministry of Foreign Affairs and held a concurrent post in Ministry of International Trade and Industry (1952). Appointed chief of the Emigration Section of the European and American Bureau of the Foreign Ministry (1954) and director of the Migration Supervision Office at Yokohama and concurrently chief of the First Section of the Migration Section of the ministry (1955).
