Tani Nobuchika was born in Shimotsuke (Tochigi Prefecture) in 1860.
Graduated from Tokyo School of Foreign Languages (1879) in Chinese literature and then proceeded to China for further studies.
During the Sino-Japanese War (1894-95) and the Russo-Japanese War (1904-05) he served as interpreter to the Japanese forces. After the war he became an interpreter at the Kwantung High Court.
While in China he did much for the cause of education there: founded the Institute of Chinese Language at Port Arthur and research institutes in Manchuria and Mongolia.
He left government service (1928) and joined the Seiryu Bank in which capacity he did much to promote Sino-Japanese trade.
