Tanjo Kikuchi was born in 1789. He was the son of a cotton merchant named Tanga Kikuchi.

Career
Tanjo Kikuchi succeeded to his family business but was more interested in politics, in which he took an active part from behind the scenes during the decline of the Shogun's power. As a public worker, Tanjo Kikuchi reclaimed 2,800 tan (one tan equals 0.24 acre) of waste land from the banks of Kinu River, with the approval of the Lord of Utsunomiya Clan, who in recognition of this elevated him to samurai class. Toward the end of the feudal government when things began to look dark and gloomy, he and his brother-in-law Totsuan Ohashi, began to raise a private army at Nikka. The plot was discovered and both the ring-leaders were thrown into prison. He was released (1862).
