Tengiz Karamanovich Khubuluri is a Georgian judoka who competed for the Soviet Union in the 1980 Summer Olympics.

In 1980 he won the silver medal in the half-heavyweight class. He also is two times World Champion in Paris 1979 and Maastricht 1981
European champion 1976 in kiev and 1979 in Brussels, silver medalists in Debrecen 1981.
