Goichijō Tennō was born on October 12, 1008 in Kyōto. His original name was Atsuhira. Goichijō Tennō was the second son of Emperor Ichijo. His mother was Akiko, daughter of Michinaga Fujiwara.

In 1016, Goichijō Tennō ascended the Throne at the age of 8. During his 20-year reign, Michinaga and his son Yorimichi occupied the posts of Sessho (Regent) and Kampaku (Adviser to the emperor), thereby bringing about the heyday of the Fujiwara Family. In 1019, there was an attack on western Japan by the Toi (Manchurian) forces, a rebellion by Tadatsune Taira in eastern Japan and minor disturbances here and there. The Tois invaded Oki Island (Shimane Prefecture) and Tsushima (between Japan and Korea) in a fleet of more than 50 ships and drew near to Hakata (Fukuoka City). Takaie Fujiwara met the invaders and routed them. (See Fujiwara-no-Takaie).
Goichijō Tennō married Fujiwara no Ishi, who was the third daughter of Fujiwara no Michinaga. She became Empress consort of Japan.
