Tenno Richu was born in Japan in 319. He was son of Emperor Nintoku and Iwanohime-no-Mikoto.

Upon the death of his father, he ascended the throne and made Iware in Yamato Province (Nara Prefecture) the capital. Reigned for five years. He stationed fuhito (recording officials) in all provinces to record happenings and built storehouses to keep government materials.
