Shortly after coming to the throne he is said to have taken the sacred mirror and sword that were preserved in the palace and transferred them to a place called Kasanui-no-mura, where worship was paid to the ancestress of the imperial family, the goddess Amaterasu Omikami. This is the origin of the great Shinto shrine at Ise.
Whether such a person as Emperor Sujin existed or not is unclear, but the account of his reign would seem to reflect the fact that during the second and third centuries the Yamato court was gradually extending its control over an increasingly larger area of Japan.
