Teruhiko Okamura was born in 1855. He was the eldest son of Yoshimasa, he was a retainer of the Maizuru Clan (Kyoto Prefecture).

Teruhiko Okamura entered Daigaku Nanko and Kaiseisho, both predecessors of Tokyo University, to study law. He went to England (1876) and obtained a diploma of barrister. He specially studied commercial law and marine law.
After returning to Japan (1881), Teruhiko Okamura was appointed a judge of the Supreme Court (1883) and then chief judge of the Yokohama District Court. Lectured at Tokyo University and other schools from 1890.
