Teshome Haile Mariam was born on December 1927, in Ephrata Menz district near Addis Ababa.

He took his BA at Addis Ababa University College before going to McGill, Canada, where he read law and gained a BCL (equivalent to LLB).
In 1959 he returned home, went into public service in the codification department of the Ministry of Justice and, in 1960, became director of the legal division of the Emperor’s private cabinet. In 1964 he was made Attorney-General and, in June 1965, Ethiopia’s Ambassador to the USA.
In January 1968 he reached the summit of his professional career as president of the Supreme Imperial Court and Afenegus (Chief Justice).
