Tessaku Okubo studied Chinese classics at the clan's Confucian school and later studied in Tokyo.
Tessaku Okubo became a staff writer of the Chaya Shimbun newspaper (1875) and started the Akita Nippo newspaper in his native city of Akita (1881). Was elected chairman of the Akita Prefectural Assembly (1885). A friend of Toru Hoshi, he joined the Seiyukai Party and was elected to the House of Representatives twice. Was appointed mayor of Akita (1906).
