Tesuzo was born in Osaka, Japan in 1894.
In 1921, Tesuzo Ueba graduated from Economics Department of Kyoto University.
Tesuzo started his career as an industrialist, he was engaged in spinning and pulp industries. Then he workes as a government official. In 1941, he was appointed vice-minister of Colonization. Afterwards, he became a vice-governor of Naka-Shina Shinkokyoku (Central China Promotion Bureau) in 1943 and a director of General Planning Bureau of the cabinet in 1944.
In 1945, he soon was assigned the president of Odate Sangyo Kaisha (the Odate Industrial Company). At the same time, in 1945, Ueba worked as an auditor of the Kureha Chemical Company and in 1950 he became a director, soon vice-president and then the president of the Kureha Spinning Company. In parallel, he was appointed a vice-president of the Toyo Pulp Company in 1953, and then the president.
He also assumed additional posts of a director of Kureha Kasei Kaisha (the Kureha Chemical Products Company) and of a director of Kureha Soko Kaisha (the Kureha Warehouse Company) in 1953. Simultaneously, Ueba worked as an auditor of the Kureha Chemical Industry Company in 1954.
