Tetsuo Shiotsugu was born in 1909 in Fukuoka, Japan.
Tetsuo Shiotsugu became senior managing director of the newly founded Taiyo Shosen Kaisha (Taiyo Mercantile Marine Company) (1937).
He founded Shioyama Shokai (Shioyama Trading Company), a limited company (1939), and later reorganized it into a joint-stock company and renamed it Shioyama Steamship Company becoming its president. Further renamed the company Shioyama Kaiun Soko Kaisha (Shioyama Marine Transportation & Warehouse Company) (1950).
Meantime he became president of Mochimune Deep-Sea Fishery Company (1939) and later renamed it Nikko Fishery Company continuing as president (1943).
He is also president of Nihon Kaiun Kaisha (Nihon Marine Transportation Company). Chief director of Shizukiyo Shinyo Kinko (Shizukiyo Credit Depository).
He served as director of Shimizu Municipal Chamber of Commerce & Industry and official of a few fishery organizations in Shizuoka Prefecture. Awarded Green Ribbon Medal Prize (1942).
