Usui graduated from Keio University.
Usui founded the Seikai Nipposha (Daily Politics Newspaper Company) in 1880. Entered politics as a member of Kaishinto (Progressive Party) and was elected to the Diet seven times during the Meiji, Taisho and Showa eras. Founded the Sobu and Ueno Railway companies and was concerned with others. Usui was later the president of Agatsuma River Electric Power Company.
