Tetsuro Kudo executed a lot of public works. By digging a ditch of 3,388 ken (ken equals about 1.8 meters) from the tributary of Shichinoe River he reclaimed and turned arable land to the settlers (1882). Reclaimed another plot of land of 382 cho (cho equals 2.45 acres) by building a dam 2,100 ken in length to remove water from the land (1884). Later, cleared 12 reservoirs, reclaimed 115 cho of paddy, 85 cho of fields and 14 cho of shelter belts. In between, he used his own money to build schools, roads and bridges.
