Tetsusaburō Uehara was born on August 25, 1883 in Hiroshima Prefecture, Japan.
In 1912, Tetsusaburo Uehara graduated from Agricultural Economics Department of Tohoku University.
In 1912, Tetsusaburo Uehara became assistant at Agricultural Department at his alma mater. Later he taught there as assistant professor and then as professor at Hokkaido University. He retired from service at government schools in 1946.
Tetsusaburo Uehara served as chief of the library attached to Hokkaido University. He was appointed president of Hokkaido Gakuen (Academy) University in 1950. Held additional posts of counselor of Hokkaido General Development Committee and director of Nihon Jinko Gakukai and Jinko Mondai Kenkyukai (Population Problem Research Society).
Tetsusaburo Uehara made inspection tour of Europe and America in 1924. Books include Nanyo Gunto-no Кеnку (A Study of the South Sea Islands), Tensai Togyo-no Hattatsuto Sono Hogo-Seisaku (The Development of Beet Sugar Production Industry and Its Protective Policy), Hokkaido Kaitaku Tochi Seido (The Land System for Development of Hokkaido) and Hokushi lmin-no Кеnкуй (A Study of Emigration to North China).
